Description

Provisioner should provide a way to configure shoot autoscaling optons

Reasons

Without that options, customers are relying on Gardener defaults that might be ineffective for all the use cases.
- CALM example with a use case where microservices are multiplied for a canary test and then shut down. Here, the descaling with default values takes a lot of time and is therefore very costly
