What cinnamon theme are you using?

It happens with downloaded themes, Mint themes are ok. I verified it with "Eleganse" theme.

As was suggested, the problem was with the theme I was using (Jade-1). Probably should have occurred to me earlier. Shame, because it was the most comfortable theme I ever found, but what can you do? Since I imagine the onus is on the theme's maintainer to fix the issue, I will go ahead and close this. Thanks for your assistance.
