Feature: Add active governance & passive role(s) on account screen

As a user I'd like to know what roles endorses or has endorsed another member of the chain

Let's add the active role : council & technical committee + the past roles of a user council & technical committee
The active role seems pretty straightforward but past roles seem a bit complex.
Ideally, it would be nice to display the number of times an account has been elected as a council or a technical committee member.
On Polkascan, they only display a history of the blocs linked to a council election

Would it be possible to translate that into a number; eg: 14 council mandates @franjs @ishrak-imam?
If not I'll find another way to present past mandates

What the "roles" mean? Especially after the new governance (Tags created after own criteria?)

Hey @franjs , is this information enough to mention the "council" and "technical committee" roles on the user's profile? Can we start with these two and add the other roles later (the ones of the new governance)?
