In strict mode, throw error when attempting to select a non-existing locale #15

Instead of silently falling back to English locale, in strict mode Plurr should throw an error. In addition to implementing this across the board, at least two kinds of tests need to be added for selecting a bogus locale in strict and non-strict mode.
