Add table utils function for FRs and NFRs

The FRs and NFRs are mostly written down as a 2 column table of
FR x/NFR x | Title: Description

The template should provide a utils function which does the automatic formatting for that. The function could look something like:
#table( columns: 2, column-gutter: 10pt, stroke: none, ... ) with the addition of the Title being formatted as bold
