Switch Mediawiki Packages?

WikipediR hasn't had a commit since 2017. I think there's another package for interfacing with Mediawiki APIs. See if something else (that we don't have to specify in Remotes) will work.

Somewhat low priority because internally we'll probably work almost exclusively with dumps, but worth investigating long-term.
