Allow training of new wordpiece?

This would be a whole separate set of functions, but should we allow you to produce a vocab from a corpus? If we implement this, we should also either PR it into {textrecipes} or at least open an issue over there about adding it to the step (to train your vocab with the training data, and then store that vocab in the prepped recipe).
