New Preference: Set a Default for 'Keep Screen Awake'

Please provide a concise description of the problem that would be addressed by this feature.

Now that the "Keep Screen Awake" button is fixed, it would be nice if it could default to off.

Please provide a concise description of the feature that would resolve your issue.

It feels like a new per-user preference. Our specific setup interacts heavily via generic users, such as "kitchen tablet". Real users may wish it turned on, but the tablet would want it off so that it doesn't stay awake overnight.

Please consider and list out some caveats or tradeoffs made in your design decision

User profile 'settings' are pretty lean right now, but it does not feel like a household or system wide default would be appropriate.
