We hard code the name of the ipopt lib: ipopt-3 in setup.py. See the warning here: conda-forge/ipopt-feedstock#125 Once that PR is merged we will need to patch the feedstock for a temporary work around and then make a release with a fix here that can work with older and newer conda forge builds on windows.

pkg-config seems to be available on windows (conda forge), so maybe we can rely on it for all operating systems.
