Install following pieces of software:

nvidia driver (assuming you have nvidia card)
VC++ redistributable runtime 2015
VC++ redistributable runtime 2013
openssl

I am currently using driver 466.47/CUDA 11.3
The nVidia driver does NOT add nvml.dll to the PATH under WIndows 10/current driver.

The current driver adds this to my SYSTEM PATH:
C:\Program Files (x86)\NVIDIA Corporation\PhysX\Common
Nothing else.

nvml.dll is found under:
C:\Program Files\NVIDIA Corporation\NVSMI
