Seems Adobe has changed or limited access to enabling/disabling panels in Develop module, doesn't react to calls to disable a panel.

Seems it is able to read the panel state (enabled/disabled), but not set it (tested by disabling panel in LR and checking if we tried to send an Enable, and vice-versa).

This seems to suggest Adobe has made panel enabled/disabled a read-only property.
