Describe the bug
New Partner Center accounts cannot verify email address

To Reproduce
Steps to reproduce the behavior:

  1. Create new Partner Center account
  2. In Account Settings go to Legal Info
  3. Reach a state of account verifycation
  4. Resend verification email
  5. Receive and email and open link "Verify email address"

Expected behavior
We should be able to confirm the email address.

Current behavior
Link gets redirected either:
