The IETF is standardizing a process (link) by which resumption may use the previous congestion control state to quickly jump to this previous CC state.
Proposed solution
We should implement this feature. Beyond what is called out in the spec above on how to do this, an important piece here is when to send out new, custom resumption state to the client.
Additional context
There is also the question of how clients handle new/updated TLS resumption tickets. Do they replace the old ones?
