No direct xml upload

There is no mechanism to allow an upload of a valid xml but with prompts that are not supported by the authoring tool.. For example, cathy imported a valid xml with a new prompt type "file". But since the authoring tool doesn't recognize it, she couldn't move on.

@jeroenooms @stevenolen Should we have a direct upload button that supports this?

The campaign manager does support xml upload under settings but only for exiting campaigns.
