This makes no sense. Data from different surveys is not related. There are no responses that have an answer for prompts in both surveys, so all responses will always be missing.

The goal here is not to have multiple different surveys display on the same dashboard, but to have multiple line items show on the 'choose campaign' page if the campaign contains multiple surveys.

Oh okay that makes more sense. Perhaps a functional description by OP would have been nice. But so this is a feature specific to xml processing within the "generalized" dashboard right?

correct. I believe mobilizingcs/dashboard is permanently the 'generalized dashboard' now.
