mod_swift probably needs to be updated to Swift 5, this may involve two things:

generate a Swift 4 or 5 manifest, maybe depending on the Swift version installed (but don't set the tools version to anything but 4 or 5, e.g. no 6 as the format may change)
we may need to adjust some hooks for Swift 5 "ABI" name mangling
