[Bug]: frontend l10n extraction runs too often (without extracting anything)

What happened?

Looking at https://github.com/mozilla/addons-frontend/commits/master/?author=addons-robot, the automated extraction added in #14848 runs too often and, looking at most of the individual commits, the only change is the creation time of the template file.

What did you expect to happen?

A commit is pushed only when there are actual changes.
