Wrap v3 API Contract tests in their own docker container

We can wrap the new V3 API Contract tests in their own container to include all the packages they need to run and configured to talk to the dockerized dev instance, the same way we do in experimenter, and then we should be able to expose a command like make contract_tests that runs them and will work locally and in circle.
