生成的类型文件中，会有嵌套的declare module，这个是不符合ts语法的 #10

A.proto 文件中 import B.proto, 生成的.d.ts 文件会是
declare module A {
declare module B {}
}
这样的形式，ts 会报错 ”不能在已有的环境上下文中使用 "declare" 修饰符“
