Incorrect check behavior

Currently the last person to raise is the one who needs to do the final check to finish the hand. In reality a check can be performed under these situations:

1. Preflop, the big blind must check if nobody raised, other players may call raise or fold
2. Postflop, if no one has performed a raise before you, you may check. If someone raised, then you must call or re-raise. Instead of coming all the way back to you if you re-raise, it comes to the person just before you. They can call and thus the hand ends.
