Whether controlling access to an external door, internal door, or various types of tools or other equipment, some nodes should have different behaviors when the network is unreachable or other faults happen.

Some tools, you might want to control while things are functioning, but have openly usable in an outage scenario. (Example: HVAC thermostat might only be settable by members with a certain credential, but in severe weather that knocks out the internet connection, it's okay for the thermostat to go open-permission, adjustable by anyone on site.)

Other tools, you might want to lock-down when the network goes out, so as not to incentivize network mayhem... T
