Linux build install misses language libraries #2742

To reproduce:

  1. Follow the build instructions on a Ubuntu-based system.
  2. Follow the install instructions, putting it in system-wide.
  3. Run tic80 from a fresh command line.
  4. Type new lua

Instead of creating a cartridge, it complains that it can't find any language.

Workaround: Pre-compile with
cmake -DBUILD_SDLGPU=On -DBUILD_WITH_ALL=On -DBUILD_STATIC=On ..
