Stall Actuation Until Bertec Start

The exos begin to actuate as soon as the participant steps onto the treadmill. This is an issue because the bertec has not yet turned on and (especially at higher torques) the actuation is jarring.

**This behavior does not occur if the exos are started on the treadmill and the participant remains on the treadmill until the bertec speed ramps up.
