The user does not receive a letter about receiving a new Form and the author does not receive a letter about completing the Form

Steps to reproduce

1. In the user settings, enable sending email notifications for the Forms settings group. (Screenshot_1.png)

2. Create a new form, send it to the user to complete
3. The user answers all questions and passes the Forum.

Expected behaviour

The user to whom the Form was sent should receive a notification letter. After the user completes the Form, the author should receive a letter.

Actual behaviour

The author does not receive any notification about the user completing the Form. The user who was provided with the Form does not receive a letter.

Moving to forms app, it's possible that the characters in russian language are the actual problem.

@Nastia1995 could you please tell us which Forms version you're using? And do your users receive any other mail notifications? Do the notifications inside Nextcloud work?
