Need to define how we will use components for qualifiers.

EMIS output qualifiers for Inbound referrals
qualifiers used for BPs
how will Vision use qualifiers? Will we allow them to send propeitary qualifiers?
Can we code common quals
Do we need to write quals to text as well as component if not do we need instructions for how consumers render them?
