SystemLink Notebooks plugin failed

Error: Fetch error: 404 Not Found Instantiating http://localhost:9091/grafana/public/plugins/systemlink-notebook-datasource/module.js Loading plugins/systemlink-notebook-datasource/module

I have run the .ps1 as powershell (I also moved both plugins into a newly created plugin folder) and it is completed smoothly.
When I am trying to create a dashboard, I am getting the above error. How could i solve this?
