A new 2.0 feature lets you specify an initial ingredient (for machines) or chest content state (for inventories) in blueprints. The copied blueprints for factory floors do not copy these amounts.
To reproduce:
(0) Make sure personal roboport is off and no active construction zone has access to chests
(1) Create a new factory
(2) Enter factory
(3) Place chest ghost (shift-click)
(4) Press 'M' to go to map/remote view
(5) Click the chest ghost to select it
(6) Select any item (like iron plates) from the picker to the left and click on a slot in the chest
(7) The chest will now have an initial stack of that item when instantiated and you can see this in the ghost when selecting it. Copy/pasting the ghost will retain this initial stack
(8) Leave the factory
(9) Copy/paste the factory and then place a new factory item over it to instantiate the ghost
(10) Enter the factory and inspect the ghost that is generated inside it. It does not retain the initial stack
