FAQ on VEX

Draft one (or more) FAQs on how information modelling relates to VEX. This may be chicken and egg in that we may need to be farther along before we can finalize this FAQ - but drafting it and discussing it now will help flesh out what work we need to do in creating one or more Committee Specifications in this area. It likely will also flesh out the need for some Committee Notes.
