I need to make that some rules can be enforced by an admin. So the standard user can do what he wants, but the admin can enforce certain rules, and the rules of the admin are more important than the ones of the user when regarding same "groups" of ips/urls/whatever.

This is really important for a managed device for example, for sysadmins, etc.

Maybe you could add another rules file that can be edited only by with admin rights, and those rules have more importance than the normal rules

Real example: more than one person use my computer, I want to leave them the possibility to accept/refuse connections for privacy reasons, but I want certain apps to always be connected.
