When "cloud_guard_target_tenancy" value is "true" it tries to create two entries (one for prod and another for non-prod) to target to tenancy_id. First entry creation goes well. When second entry is getting created, it throws an error saying that "Cloud Guard Target already exists".

I think I ran into this issue as well, on a brand new tenancy
