It's quite common (for instance for the pollutants or statistics datasets) that the whole required data is split in multiple resources, some being open and other not.
It would be best if each dataset allowed to include multiple resources with respective features (access online, licence, format, ...)
I can imagine the dataset score would then be a mean of the multiple resources score
