Support time increment for images with no timestamps #586

In the same way that users can specify pixel sizes if there is no metadata in OMERO, it would be useful to specify timeIncrement for movies.

Also OMERO.figure should check the value of timeIncrement for images with no timestamps. (Done at #589)
