Setting default attributes for all spans

At present there seems to be no clear documented way to specify default attributes on all spans. I've tried also digging
through the code and cannot seem to work out if it's even feasible without code changes.

In the python opentelemetry library I can do the following:

trace.set_tracer_provider(TracerProvider(
    resource=Resource.create({
        'RELEASE': os.environ.get('RELEASE_NAME', 'unknown'),
        'COMPONENT': os.environ.get('COMPONENT', 'unknown'),
        'VERSION': os.environ.get('APP_VERSION', 'unknown')
    })
))

allowing me to attach some useful information to each span.

It would be nice if a similar mechanism was available in the javascript library.

We do indeed have the same concept of a resource
