Core dump gets ignored if core-monitor crashes #25

If core-monitor crashes during restart it need to check for any core files present and create a core dump. Similar to the fix done for phoshor-debug-collector gets crashed during core dump generation https://gerrit.openbmc.org/c/openbmc/phosphor-debug-collector/+/54041/20.

Noticed an issue where in phosphor-debug-collector crashes during core dump generation and the core file lies there forever.
