Vote score resetting #1023

There seems to be something going on with vote counting. Initially the votes do show up correctly, but they appear to be lost at some point afterwards.

For example someone voted against this proposal - https://groupthink.openeastleigh.uk/proposals/30 - and the score showed as -1 as expected. Later (not sure how long) the score had reset to 0. After an edit I then voted for the proposal and the score showed 1 as expected, but now it's back to 0 again.

Now I think I'm going mad- the score is back to 1 again!

That's weird... we'll have to work out if we can replicate it. We could point a dev instance at the same repo and see what it says...

I've been meaning to try and get a dev instance running on my machine anyway- what do I need to do to make that work?
