As seem here, in order to work with Opera, the browser extension should produce Chrome-build with only single LICENSE (or Opera-specific build). It means that Opera store is not accepting the SPDX license identifierGPL-3.0-or-later.
SPDX is wide adopted standard for identifying license texts. The REUSE specifications are also based on the SPDX identifiers. The project may be licensed under diverse licenses, what makes it inconsistent with the rules of Opera Store.
Could you please explain the reasons for accepting only a single LICENSE file, and what the exact rule we need to check?
