Chapter 23. Practical: A Spam Filter

This is the continuation of the work on issue #609. To evaluate the compatibility of Medley Common Lisp with ANSI Common Lisp I'm testing on Medley the code of Peter Seibel's book Practical Common Lisp.

The code of chapter 23 depends for core functionality on the pathname library of chapter 15 discussed in #1593, which I had to skip, and the external library CL-PPCRE, whose adaptation to Medley likely requires substantial work. Therefore, for the time being I have to skip chapter 23 too.
