After screen unlock, i3-instant-layout settings are lost for workspaces which have been set to 'matrix'

I have to manually re-assign the workspaces to use 'matrix'. I'm not even sure what to inspect in order to provide more context or troubleshooting information.

EDIT: I should have mentioned before...this is with X11 and not Wayland.
