[Suggestion] Add convar to disable vehicle impound on server restart

It's a minor thing, but it would be very convenient if a convar was added to disable saving vehicles as 'impound' during restarts. This would be directly proportional to the convar that disables the death system in ox_core. The main goal is flexibility.
