EPIC: PageOp/faccess optimization

Here is the epic, which would contain the tickets to optimize PageOp and filebacked operations related to it

• Serializable equality method (eq) should be replaced by overloaded equal_to_tol #1147 refactor EqualToTol and modify appropriate serializable (3 days estimate)
• filepath input versions of algorithms using PageOp #1352, file-only versions of all algorithms, using PageOp postpone (2 days estimate)
• new file format for partial sqw chunks #1436 New file format for sqw chunks
• Modify write handle to save only necessary parts of sqw when file-backed PageOp is initalized. #1446 More efficient PageOp writing
• Implement inplace operation for paging operation, and optimize write_handle #1319 inplace operation and more efficient PageOp writing(overlaps with one above)
• Modify pageOp algorithms which accepts target filename not to return filebacked object if not requested #1454 no filebacked object if not requested
• enable cut_dnd with projection and verify the robustness of the interpolation #1481 cut_dnd non-axis aligned
• Implement Correct Magnetic Form_factor as PageOp and generic projection #1497 Magnetic form-factor as PageOp and generic projection.
