Split Docker image out of this repo, move it elsewhere #167

As 2i2c is now fully managing this hub, we should split the docker image out of this repo and move it someplace else where 2i2c can more efficiently manage this.

Quick ping @yuvipanda - has this been done? We'd like to refresh that image and start experimenting with new ideas for the geojupyter work, now that @mfisher87 is on board in our team :)

Happy to help out with the parts of this task that can be done from outside 2i2c :)

Chatted with Yuvi. We can get this work going by creating a new repository which builds an image and then provide the image URI to 2i2c. Yuvi gave great advice to base our image off of, or fork from, this image: https://github.com/NASA-IMPACT/pangeo-notebook-veda-image
