Automate rebuilding base preview

The base preview should be rebuilt every couple weeks. At a minimum when there are new farmOS releases!

• Change docker image to use farmOS latest or 2.x tag
• Consider github action?
• Also need to consider that rebuilding the base preview will cause previews built from this base preview to blow up in size. If there are 3 dependent previews, they will become 1GB each. So ideally we have 1) more storage space or 2) only rebuild when there are no dependent previews

This alone might be reason to increase the storage space. For the past week there have consistently been 15+ previews. We can't re-build the base preview without deleting all of these
