Windows 10, 0 transfer rate issue.

• Operating System: Windows 10 Enterprise

• Distro(For GNU/Linux and BSD users): no

• Desktop Environment(For GNU/Linux and BSD users): no

• Persepolis Version: latest on release section . v5.0.1

• How do you install Persepolis? (Repositories, source, ...) windows amd64

• Please attach log files if crash or paste error message

Issue Description and steps to reproduce:
i had 0 transfer rate whenever i try to download anything with Persepolis..

after install i do not have this pop up on my windows 10 machine ..

i already create inbound/outbound rule to allow persepolis to connect to the internet but still download is not starting.. 0 transfer rate . it is just stay like that forever.
