Cabin equipment should be able to provide additional crew bunks

As part of the design for cabin equipment, cabin slots should be able to support "crew cabins" which add additional crewmember berths. This will have to be plumbed into all module code which checks for crew count; consequently it may get deferred until Stage 3.
