OJS - Users XML Plugin, progress indicator never stops animation after exporting users is completed.

@jardakotesovec I don't know if this is in scope but I noticed that the exporting of users progress indicator never ends.

There really aren't many steps to reproduce.
Go to Tools -> Users XML Plugin -> Export Users -> Select some users -> Export users

File downloads to broswser but the progress indicator never stops spinning. I found it when testing the security issue with importing admin user role_ids.

If it is out of scope I could write up a bug for it to be fixed later too.

Exporting users triggers a progress indicator that never ends.

prereqs: user that has access to import (journal manager or admin)

To Reproduce
Steps to reproduce the behavior:

1. Go to Tools
2. Select Users XML Plugin
3. Select the Export Users tab
4. Select some users
5. Select Export Users

Expected: Progress indicator animation should stop after exporting is complete
Actual: Progress indicator continues animation after exporting is complete.

What application are you using?
OJS, OMP or OPS version 3.5 but seen on 3.4 as well

(Just a note that this is strictly a UI glitch -- the response from the server to this export action is a downloadable file, and not the usual JSON response that would result in the spinner being hidden again. Just in case someone goes looking for a server-side error, like an endless spinner would usually suggest.)
