Yarn has to be run twice in the Dev Container

Steps to reproduce the issue:

1. Open VS Code and choose "Dev Containers: Open Folder in Container..."
2. Choose the Positron container.
3. Follow the instructions here: https://connect.posit.it/positron-wiki/docker-development.html
4. yarn exits after installing node-gyp.

yarn must be run again in order to install the dependencies.

What did you expect to happen?

Running yarn once should be enough, or the docs should be updated.

Were there any error messages in the output or Developer Tools console?
