Horizontal (Top) Actions bar is invisible in Positron

To reproduce, right-click on the Actions bar and set it to display at the top. (This is a new feature from upstream VS Code 1.84).

This should make the Actions bar horizontal and position it at the top of the window, as described here:

In Positron, however, it makes the Actions bar entirely invisible. To bring it back, you need to dig through this menu:

Probably needs to get fixed for RC.

If we can't support the actions bar on the top, another "fix" for this would be to remove all the UI around the setting (and ignore the value when importing settings from VS Code; see #1639).

I now do see the minified Activity Bar when moved to the Top.

In Positron 2024.04.0 build 1579, I can move the Activity Bar to "Top" via the UI (and then back again):
