Enhanced ark support on Windows

In #159, we tracked initial support for ark on Windows. There is some remaining work, for our next milestone:

• Provide a hook for R_CleanUp() (all platforms, requires R >= 4.2) to nicely handle the "save action" and avoid calling R_YesNoCancel() on Windows Provide a stub for YesNoCancel for now, just to avoid a crash ark#186
• Stream capturing of stdout/stderr, mimicking https://github.com/rstudio/rstudio/blob/main/src/cpp/core/system/Win32OutputCapture.cpp
• Use the actual RSTART_VERSION in R_DefParamsEx() (to get access to hooks like R_CleanUp()) (requires R >= 4.2.0)
