Epic: Multiple Console Sessions

Description

The runtime debugging pane will be utilized to initially manage sessions while the UI controls to manage sessions is being built. This should allow architectural changes to be introduced before all UI controls are.

Tasks

• when the runtime session is changed for the variables pane, the foreground session should not change for the console/editor.

Cleanup Work

• Info Button
  • Make info icon width match other posit icons
  • Console info button popup is not rendered when console pane height is smaller than popup height: Cannot scroll through all options in dialog (cut off by Positron window size) #3061
  • Add ability to highlight/copy text from popup
  • Update console state icon colors to better support themes (aka - do not hardcode the colors)
