Request

Mimic the Terminal and use: shift + ctrl + ' to open Start a New Session menu from quick menu when on the Console pane.

Expected or desired behavior:

E2E tests would love the ability to use a hot key to open the Start New Session menu. 🙏

Consolidate and cleanup language runtime actions (#6646)

Cleans up some old and new language runtime actions. There are some
actions & helper functions which seem unused/unsupported with the new
multisession console support.

Addresses #6644 #6654
